What do employer do? 10 points for the best advice. Thank you?

If they interviewed someone who they know: he is qualified for the job. He is a hard working and every of former employer gave her great ferences.

However, he is young and not the most effective communicator because he is a billingual (English is his second langauge). What do employer do? 10 points for the best advice. Thank you?
Depends on the business nature of the employer.. means choose the right job for your skill and knowledgeWhat do employer do? 10 points for the best advice. Thank you?
It depends if the company needs someone who is bilingual and it doesn't bother them, then they more then likely hire him. However; they would not have posted an ad or conducted interviews if they were already decided on him.

The hiring process is quite expensive.
Communication is critical for almost all white collar jobs. It cannot be underestimated. I won't hire anybody (software consulting) that cannot write well or that cannot communicate effectively.
The employer should pick the most qualified person. Communication will only be an issue if it is part of the job description.
